Gov't to Allow Kenyan Filmmakers to Use Drones

Kenyan filmmakers will be allowed to use drones, Information Communication Technology Cabinet Secretary Joe Mucheru has announced.

Mucheru says the move is part of government’s partnership with development partners to boost investment in the country's film industry.

Mucheru has urged filmmakers who wish to shoot videos using drones to apply for licences from the ICT ministry.

“Let us not use lack of policy as a reason to delay. Lawmakers will catch up with you,” Mucheru says adding that innovations such as M-Pesa began without a policy and Parliament made laws to guide its use along the way.

“It is one of those inventions that have turned out to be a big success,” he adds.

Mucheru further notes that authorizing the use of drones in filmmaking will encourage investment in the creative industry and create employment opportunities.

In June, MPs refused to ratify the Remotely Piloted Aircraft Systems Regulations, 2017 after raising questions regarding their safety.

The regulations had been crafted by the Kenya Civil Aviation Authority (KCAA) to guide importation and use of the remotely controlled devices in the country.

Rwanda and South Africa are the only African countries that have laws guiding the exploration of drones for social and economic use.

This is very dangerous for our government to allow any foreigner to use unmanned drones in the country. Why not make policy first? What is the hurry?. How do we know if those drones will only be used for film making? Without a policy in place, how about if they are used to spray dangerous diseases to our citizens; how about if those drones are used to poison our population, our plants, animals and destroy our likelihood. They may use drones to destroy anything of value to Kenyans. If this happens and we have no policy in place to guide us, who are we going to blame or take to court if we have no laws to guide us. This is a very dangerous move by Joe Mucheru. If we have no policy, we should take time (at least six months ) advertising our intent in all channels and in local languages and let our people decide if that is good for them. Our government
need to have basic policies of what is being brought and used in our country. Our citizens will be sacrificed in the name of employment. We are the disposable people (black people) in the eyes of non-blacks in the world, and Mr Mucheru this is a dangerous move. Let parliament discuss, create a policy to be followed before we expose our people to unnecessary danger. We hope you will re- think this dangerous move. God give Kenya leaders not politicians. God help Kenya!!!

They already have drones there doing all that surveillance you are concerned about. And I'm sure there are other surveillance mechanisms that monitors Kenya activities. I wouldn't be that worried about a movie drone :-).
